This is easily reproducible on Win XP SP3 and Win XP x64 SP2.
Run "Codec Tweak Tool" (the one inside K-Lite Mega Codec Pack) and select all "Fixes", then press "Next" until the end, select "Run Codec Tweak Tool again", then you will see that "MP3 parser/decoder (DC-Bass Source)" is disabled.
You can re-enable it and re-try the procedure, same effect.
